ANC 1E committees give residents and Commissioners a chance to take a closer look at neighborhood issues and develop recommendations for the full Commission. Standing committees focus on ongoing priorities such as zoning, transportation, and public safety, while special committees are created for a specific issue or project and conclude when their work is complete. - Transportation & Public Space
The ANC 1E Transportation and Public Space Committee works to improve mobility, pedestrian safety, and public access to shared spaces such as parks, sidewalks, and recreation centers. The committee also provides feedback on agency plans, community infrastructure, and street safety efforts aligned with the city’s Vision Zero goals.

Committee Responsibilities
The Transportation and Public Space (TPS) Committee is responsible for the following:
- Identify appropriate issues in transportation, mobility, pedestrian safety, and public space management, including parks, sidewalks, and recreation areas;
- Recommend strategies to improve community safety in support of Vision Zero goals;
- Review and respond to proposed plans, legislation, and agency decisions that affect local transportation and public space;
- Engage with groups representing vulnerable road users to gather community input;
- Identify appropriate issues related to DDOT policies and actions;
- Draft resolutions for ANC 1E’s consideration;
- Coordinate public meetings and provide a sign-in sheet and meeting notes to ANC 1E within 30 days of any meeting held;
- Research and report findings with actionable recommendations to ANC 1E; and,
- Track and alert ANC 1E to relevant hearing dates and policy changes.
- Public Safety & Engagement
The ANC 1E Public Safety and Engagement Committee works to improve neighborhood safety and strengthen communication between the community, MPD, and other public safety agencies.

Committee Responsibilities
The Public Safety and Engagement (PSE) Committee is responsible for the following:
- Identify appropriate issues in community safety, MPD, and public engagement;
- Identify appropriate issues in regards to MPD, FEMS, and other public safety agencies actions and policy;
- Draft resolutions for ANC 1E’s consideration;
- Coordinate public meetings as necessary. If a public meeting is held, a participant sign-in sheet and meeting notes shall be provided to ANC 1E within 30 calendar days of the meeting date;
- Research and report findings and provide recommendations to ANC 1E;
- Track and notify ANC 1E of all relevant hearing dates; and,
- Review and process grant applications submitted to ANC 1E.

The ANC 1E Zoning & Economic Development (ZED) Committee focuses on thoughtful planning, inclusive growth, and equitable development across the community. The committee considers matters related to land use, zoning, economic development, and licensing, and provides recommendations to the full ANC.

- Identify appropriate issues in regards to job creation, business development, housing development and policy, and project development;
- Identify appropriate issues in regards to land-use planning, zoning, historic preservation, and regulations;
- Draft resolutions for ANC 1E’s consideration;
- Coordinate public meetings as necessary. If a public meeting is held, a participant sign-in sheet and meeting notes shall be provided to ANC 1E within 30 calendar days of the meeting date;
- Research and report findings and provide recommendations to ANC 1E;
- Track and notify ANC 1E of all relevant hearing dates; and,
- Review applications for licenses with the Alcoholic Beverage and Cannabis Administration, and make protest recommendations to the full ANC.

In February 2026, ANC 1E unanimously authorized the Special Committee on Georgia Avenue Economic Development, formalizing a sustained effort to strengthen one of Ward 1’s most important commercial corridors and align neighborhood priorities with the District’s FY27 budget process.
The committee is charged with turning on-the-ground conditions along Georgia Avenue into concrete policy and funding recommendations. It examines commercial vacancies, pedestrian activity, business needs, and public safety conditions within ANC 1E and develops targeted strategies aimed at stabilizing storefronts, increasing foot traffic, and supporting long-term small business growth.

Committee Responsibilities
The Special Committee on Georgia Avenue Economic Development is responsible for the following:
- Examine commercial vacancies and other conditions affecting businesses along Georgia Avenue;
- Identify the needs of existing and prospective small businesses;
- Examine pedestrian activity, public safety conditions, and other factors affecting commercial activity;
- Develop strategies to stabilize storefronts and increase foot traffic;
- Identify policy, programmatic, and funding opportunities to support long-term economic growth;
- Engage businesses, residents, District agencies, and other stakeholders;
- Develop recommendations for consideration by ANC 1E; and,
- Coordinate the Commission’s Georgia Avenue economic development priorities with the District’s budget and policymaking processes.
- Park View Rec Center CARE Task Force
The Park View Recreation Center Construction Accountability and Resident Engagement Task Force—known as the PVRC CARE Task Force—gives residents and recreation center users a dedicated forum to ask questions, raise concerns, identify problems, and help shape responses throughout the renovation and modernization of the Park View Recreation Center.
The Task Force brings community members together with District agencies and project representatives, tracks construction progress and neighborhood impacts, seeks answers and solutions, and shares timely project information.
The Task Force operates within ANC 1E’s Transportation and Public Space Committee. ANC 1E created it through Resolution #1E-2026-104, sponsored by Commissioner Brad Howard (1E01) and adopted unanimously on June 24, 2026.

The PVRC CARE Task Force is currently in formation. Its meeting schedule will be announced shortly.

Meetings will be open to the public. Nearby residents, recreation center users, parents, seniors, community organizations, and other interested members of the public are encouraged to attend and participate. Formal Task Force membership is not required to attend a meeting or share feedback.
Draft agendas will be presented for review and adopted by Task Force members at the beginning of each meeting.

Task Force Responsibilities
The PVRC CARE Task Force is responsible for the following:
- Monitor the Park View Recreation Center renovation and construction process;
- Share project updates with nearby residents, current facility users, and the broader community;
- Gather community questions, concerns, and reports about construction-related impacts;
- Help route questions and concerns to the appropriate District agencies, project representatives, or contractors;
- Facilitate communication between the community, the Department of Parks and Recreation, the Department of General Services, and other relevant stakeholders;
- Coordinate public engagement related to the renovation and construction process;
- Request project information and invite agency officials, contractors, community organizations, and other stakeholders to participate in Task Force meetings;
- Provide regular updates to the Transportation and Public Space Committee and ANC 1E;
- Research issues related to the project and recommend actions for consideration by ANC 1E; and,
- Support accountability, transparency, and meaningful resident engagement throughout the project.
Issues the Task Force May Address
- Project timelines and construction schedules;
- Public notices and community updates;
- Temporary closure plans;
- Continuity of recreation programs and services;
- Access to alternative recreation facilities or programming;
- Impacts on immediately adjacent residents;
- Impacts on current recreation center users;
- Construction noise, traffic, parking, and site access;
- Public safety and site conditions;
- Maintenance and operations;
- Community use of the facility; and,
- Other issues arising from the renovation and construction process.
The Task Force serves in an advisory capacity. No statement, letter, recommendation, testimony, or other communication may be presented as the official position of ANC 1E unless it is separately adopted or authorized by the Commission.
